It was a defeat for Governor Brown's transportation director, Adriana Gianturco, who had recommended more emphasis on bicycles, buses and trains, and less on highways. The plan calls for a capital outlay of $4.96 Billion, with $4.35 billion allocated to highways, $592 million to mass transit, and $14 million for aeronautics. The largest single highway project affected by the decision is the $1 billion Century Freeway in Los Angeles, the last major link in California's interstate highway network. Adoption of a State Transportation Improvement Program is an annual task of the commission. The document projects spending for transportation projects in California for the next five years. This year's five-year projection has been watched closely because it is the first dealing with the more than $2 billion expected in new revenues generated by an increase in gasoline taxes next year.
