DosSetMaxFH does not > return any errors. The problem, as everyone point out, was that I was using the C run-time library. The startup code for the library limits file opens to 20, unless you modify the code. This is documented in the startup files and in the Microsoft manuals (so I was told). I didn't attempt to check because I went straight ahead with the second solution, which is directly using DosOpen().
