Valdis,

I don't think it's an either-or situation.  LISTSERV is a venerable
beast which has done its job well (which is why it's so popular).  I
would rather see a gradual transition to a new generation of that
genre of software--preferably through popular acceptance instead of
beaurocratic arm twisting.

Any new software would have to be tested extensively before it could
be subjected to the load LISTSERV bears, and even then the change
should be orchestrated carefully.
