[comp.lsi.cad] GDSII read/write routines

Does anyone know of a set of routines, preferably written in C and in
the public domain, that allow reading and writing of GDSII stream files?

I'm looking for a general set of functions but perhaps a specific
translator (CIF-to-GDSII, etc.) would work.
