From all the RARE-WG1 traffic I have seen, it appears to me that RARE
and the R&D MHS community (are RARE and R&D MHS different?)  are up
their ears in MHS Network Management Problems.  

I have run into some problems trying to do anything useful in the NBS
X.400 SIG (Implementors agreements) about MHS Management because neither
ISO, CCITT, nor any other standards body have produced anything of
reference quality upon which to base agreements texts.  

In response, I have decided (with counsel from Jim White and others) to
attempt to start some work in IFIP WG6.5 that could/would lead to some
prestandards results to contribute to ISO/CCITT (and others) to
establish a basis for Implementor Agreements.  

First, does this idea make sense to anyone out there?  If no, why not?

If yes, who wants to participate and how should we progress?

My first idea is to ask for position papers to form the basis of a
Workshop at the 1988 IFIP Working Conference in Costa Mesa on 10-12
October.  In addition to providing input to such a Workshop, it could
become text for inclusion in the North Holland Proceedings book with
some additional work and a report of the Workshop results.  

Also, it could become the basis of continuing work under WG6.5 auspices
to produce a relevant and useful contribution to ISO/CCITT (and others).

I would like to discuss this proposition in the IFIP-GTWY list until we
decide to stop, or decide to form a new MHS-MGMT list for a new WG6.5
WorkGroup.  

Comments?  Curses?  Helpful ideas?  Offers to author a Position Paper?
