Weirdly enough, nothing.  Several companies sell software that
lets you run MS/DOS applications, fresh out of the shrink-wrap,
on other CPUs.  I've seen them running on 68020s; hence,
a 68020, at least, is "ms-dos compatible"....as are (at least)
Clippers and MIPS R2000s (and surely more).  A Turing Machine
is probably "ms-dos compatible" with the right software & peripherals. :-)
