[comp.arch] Government Sponsored Technology Development Grants

Unfortunately, the wheels did not start spinning in my head fast enough :-)

I knew I should have saved that article where someone mentioned something
about a branch of the government granting or loaning funds for development
or research of new technical products... 
It was in the context of private ownership of results of Commerce Department
funded development(?)
Is this strictly aimed at commercial entities, or are academics also eligible?
Could someone repost or E-Mail more info?

Have any netters out there had anything to do with these sorts of arrangements? 

While the topic is up, what about any sorts of gov. (or other) funding of 
applied research, specifically in the field of computer research?

At a presentation some months ago Eric Bloch (sp?) was addressing concerns of
researchers in the basic sciences about funding.  He said something to the
effect that funding of engineering & technical sciences had increased more so
than basic sciences.  (Health sciences also doing better than basic sciences)

What I want to know is how to access all these wonderful funds :-)

If the readers of this group actually do more than just *POST* about computer
development :-)  how do they go about procuring funds?

While this topic might seem more appropriate for sci.research,  perhaps that
group is more oriented towards basic sci. which may have a different experience
in dealing with the FED's.(?)
