[net.mail.headers] Correction to preceding news

Has Australia changed time zone conventions in the last year?  Last time
I asked, I was told that Eastern Australia used time zone names AEST
normally, and AESST during the summer.

It has been pointed out to me that Australian EST is really
GMT+10, and Australian EST is really GMT+11 (see how easy
it is to parse that!), I guess I goofed a bit in my previous
article.  But the intent is still there.

Probably you asked someone from Sydney, & they told you what
their systems use.  Unix systems in Sydney do use AEST and AESST.
(I had wondered how it was that those zone names turned up in the
news code!).

However, the "standard" names in Aust (as defined by acts of Parliament)
are EST both ways, Sydney Uni & UNSW simply decided to ignore that,
I assume, because it conflicted with US EST.  EST is what is
conventionally used in newspapers, magazines, etc.
