The particular strangeness about the message (that is, it is unable to deliver after no time at all) is due to a fencepost error in older versions of the TOPS-20 mailer. It was fixed a while ago -- it now tries for at least a day before reporting an error -- but the distribution of the new software is quite irregular. -------
