there was a heated exchange a while back on header-people on the point
you raised.  It got started off with complaints about having to quote
names which used middle initials (and a period) as the phrase.  You're
right, if you want to used a rout-addr, you should put a 'phrase' in front.
Thus if you want to construct a path for a reply from header information,
you would be forced to insert 'phrase'.  Normally this is a person's
first&last name, but I suppose one could put in something like
   The following is a route address <route-addr>
