[net.mail.headers] nicknames not allowed in headers

     Let's not forget the offically sanctioned exception to this,
BERKELEY.ARPA which is now listed in the NIC host table as a
nickname for UCB-VAX.ARPA.  Rather than fix their software so that
it didn't say "user@Berkeley.ARPA", they hacked the host table.

     In a way, I'm glad they did.  At least it stopped the flood of
hysterical and abusive mail I got claimed that the TOPS-20 mailsystem
was broken because it didn't recognize "Berkeley.ARPA" as a host.
