According to Webster, "j" is an instance in the same syllable ov the sounds "d" and "zh" (as in pleasure). They chose to use one symbol (j) instead ov two (d zh) for economy, and because most readers are familiar with that. So, whenever you say judge, you are saying the "d". I would rather say that it's a matter ov articulation. "j" has the same articulation "d" has, which is in contrast with the one ov "zh". I don't think that when you pronounce garage as gahRAHJ a "d" was added. It's more like a change ov consonant. The same applies for "ch" and "t sh". Everyone has the same final sound in "church" and in "match".
