My Latin's rusty, but it looks like:

         The hour ends the day,
         The artist ends his work.

Or:      The author ends the work.

I think  auctor  is more general than our  author , and refers to an
originator of any work of art.  It depends on context, though.  If the
source is biblical, it could refer to the author of our being.  Where
do the lines come from?

 These lines appeared at the bottom of a set of lyrics to a song called
'The Necromancer' by Rush.
