[net.nlang] Phonetic spelling in ASCII

Sorry to spoil everyone's fun, and this won't entirely, but someone has
already come up with a way to do phonemic spelling, in English, in ASCII.
What you have not been using, as far as I can tell, is the capital letters.
The name of the pre-existing ASCII phonemic spelling is Klattese, for a guy
named Klatt, who had to invent it to do computerized data entry for his
thesis at (I seem to remember) MIT, some time ago, which see for the exact
reference. I don't know how many linguists know about it, but some certainly
do, because it was what I was advised to use to solve this problem. It uses
upper and lower case letters, and two symbols. It isn't very exact, but for
most purposes it will do, and it would certainly make a good jumping-off
point for a proper phonetic system. It goes something like what follows. My
apologies to Klatt and anyone else who might be offended for any omissions
or mistakes.
