After more than a year of controversy, an advisory committee to the airline
industry has concluded they do not.  While saying the computers should not
be prohibited, the head of the Radio Technical Commission for Aeronautics
recommended as an extra precaution that the machines not be used during
takeoff and landing, when the need for radio-controlled navigation systems
is most critical.

[ I, recently, read that some airlines now explicitly permit their use. ]

United Airlines has decided to IGNORE the requirements of FAR 91.19,
and has issued a blanket approval for all portable computer use on all its
aircraft.
It is interesting to note that although 91.19 requires the airline to test
each device for each type of aircraft, United has given an approval that
covers computers that are not yet designed, and airliners that have
not yet flown!

This policy can be found on the last pages of the United magazine that
is in all the seat packets of their planes.
