Is there any truth to the rumor that, effective 1/1/85 the time
for applying for IFR has dropped from 200 hours to 100???

If so, does it apply to both parts 141 and 63?

One instructor told me this at a New Years party, and I'd like to see
some confirmation from another source.

I just talked to someone at the FAA GADO office and was told that
the proposed reduction in flight time for the instrument rating
from 200 to 100 hours is just that - proposed.  It has NOT yet been
adopted.
