[net.aviation] Ballooning Organizations

I would like to know what organizations there are out there for
ballooning.  This information is for my sister, who is becoming
very interested in balloons.  She lives in Japan, so international
organizations as well as North American organizations would be
useful.  Does anyone out there know of any such groups?

ps.  I prefer to stick to airplanes, my sister's always been a little
