[general] New letter style in ms

A new letter style has been added to the ms package.
The instruction is:

	.ST LLT

The style is similar to the regular letter style (.ST LT), but
the date (and optional address) are left adjusted.  Right adjustment
and hyphenation are left on.  As with .ST LT, an address may be printed
at the top of the page (if you are not printing on letterhead) by
including a second argument which is an instruction to execute at the
top of the page. e.g.

	.ST LLT ZO

The above will print the Zoology address at the top of the page.
