[general] lpcancel and spcancel commands improve

The spcancel and lpcancel commands have been improved, such that
they now cancel only the *currently printing* output, if it belongs
to the person running the command.  (Previously, they cancelled all
waiting output of the person running the command.)

The optional argument "all" has been added to provide the old behaviour.

To cancel your printout on the Sanders, type

	% spcancel

or, for the line printer:

	% lpcancel

Printing will continue for up to a page later.
