[general] phone-line users note

Some changes have been made to the configuration of the phone lines
that connect to our Unix.  The numbers remain unchanged, but there is
now a somewhat higher chance that, when you dial in, you'll initially
see garbage on your terminal instead of "Login:".  The way of dealing
with this remains unchanged:  just hit RETURN until you get a proper
"Login:" message.
