[general] utcsstat back up

utcsstat is finally back up.  It went down about 0630 Wednesday morning
for routine maintenance and stayed down due to accidental destruction
of some file systems and uncertainty about the integrity of the
others.  It has taken until now to restor(1m) all the file systems.
