[general] 1200-baud lines

Attention 1200-baud phone users (if you don't know what that means,
ignore this whole message)!  Our modem is back from CGE, so we have
retired the last 300-only modem.  The entire -2579 hunt group is now
1200/1200/300 modems, so -2579 is now the dialup number for all users
at all speeds.
