[general] RJE problems?

People using our RJE facilities for sending jobs to be run on the UTCS
IBM system, be warned:  there is some sort of problem at UTCS, possibly
an end-of-fiscal-year accounting foulup, and the IBM system has refused
to run some jobs.  Let us know if you run into this.
