[general] no more automatic mail from `ms'

The `ms' command no longer automatically sends mail on completion of printing.
This function has been largely superceded by the new `status' command (see
next news message).

Should anyone wish to retain this behaviour (mail on completion), this can
be set up on a per-account basis (ask Henry, Keith or myself for help).
