[general] laser-printing rates

Our rates for the HP laser printers were set at 5c/page only tentatively,
and are about to be re-adjusted based on the experience of the last few
months.  Very tentatively, the rate for ordinary printing will go to
7c/page, and the rate for typesetting will go to 10c/page to reflect the
considerably greater load typesetting puts on the system.

In addition, to reflect the hassles caused by single large printouts,
the rates will increase for really big runs.  Again very tentatively, the
50th and later pages of a typesetting run, and the 100th and later pages
of an ordinary laser-printer run, will be charged at double the basic rate.
The intent is to *strongly* encourage people to split their runs up into
more reasonable pieces.  Exceptions will be granted when there is a good
reason why the document absolutely cannot be printed one chapter at a time.

These rate changes, or something similar, will go into effect at the end
of May.  The rates will probably remain stable from then on, unless our
costs change significantly.  Comments on the rate revisions are welcome;
