Some internal revisions to the 9700 program and its associated terminal
table have been made.  The only user-interface difference is that the
output now uses font code 003 (not 002) for boldface;  002 is reserved
for italics, to be implemented shortly.  The one other addition of
significance is that 9700 now sends mail to adm to aid in accounting.

Out of curiousity, I tried running the C profiler on 9700(1) to find
out what makes it so slow.  It was spending most of its time clearing
its internal data structures;  I made some simple changes to that
piece of code and the program now runs 3-4 times as fast as it used to.

Minor revisions to the 9700 filter:  turns out it costs money to change
font selections, so the alteration in font codes done a while ago has
been reversed.
