[hacknews] apl interpreter installed

The apl interpreter that I worked on l;ast winter has been installed.
In addition to points mentioned in the general article, note the document
``The UNIX APL Interpreter -- UCSF Version'' (doc aplucsf) which
describes some of the internal details of the interpreter.
The document is quite incomplete!
