Changed the segment size of bdiff(1) from 3500 to 2000 -- 3500 is
just too big for the V7 diff.  Seldom a problem, since text files
of that size are very uncommon and SCCS is smart enough to keep
trying with smaller segment sizes, but a nuisance.
