[hacknews] new version of format

Installed new format(1), now a shellfile rather than a C program.
Supports the Sanders ("-sp").  The -s option now does not take an
argument.  A bunch of obsolete options have gone away, notably the
ones that explicitly specify terminal type (an assignment to TERM
does this better).  The debugging option is now -d instead of ---.
