The magtape is now functioning again; as suspected, it turned out to be misoriented cables. Inverting all three cables at the drive cleared up the problems. I really don't understand how Plessey got those cables into the controller the other way around -- the way we plugged them back in looked like the only possible way -- but that's the way it must have been. A pox on people who use nonpolarized connectors.
