Modified shutdown(1) to ignore login names starting with "u_" when
deciding whether to permit a shutdown. These names are reserved
for uucp links by local convention, and since they are machines
rather than human beings they are (a) not listening to apb's,
and (b) not seriously inconvenienced by being abruptly kicked off.
This just formalizes a practice already carried out manually.
