[hacknews] minor uucp hacking

Tidied up some of the periodic-call-to-other-systems mechanism and
called it "uucall".  See uupoll(1).  In particular, added some locking
to help prevent the early-morning process pileups we've seen now and
then; now only one uucall can be running at a time.
