[hacknews] nroff -s takes BEL now

The code for the -s option of nroff (which implements stopping after
each page to permit insertion of paper) has been fiddled a little bit
so that BEL (control-G) is an acceptable alternative to newline as a
"proceed" signal.  This is to ease accurate paper alignment:  BEL does
not produce a vertical motion when echoed.  Done by using the "break"
character of tty(4).
