[hacknews] varargs

Documented the varargs(3) macros for writing portable (well, more or
less) variable-length-argument-list functions in C.  The macros
actually came from Bell, but were undocumented.  I stole the manual
page for them from 4BSD (after checking to make sure it matched the
code here).
