[net.math] formula/program wanted - astronomy

I need a formula, or program implementing a formula that can
answer the following question:
 
 Given a year and a celestial longitude, what is the date
 (month, day, year, hour, min.)?  For example, in 1985
 when the sun is at 300dq celestial longitude, what
 is the date?
