[hacknews] /tmp back to drive 0

Oops, forgot to post hacknews about this.  On Wednesday we put the /tmp
filesystem back where it was, on drive 0.  Moving it to drive 1 did do
something to balance the load, but not a lot, and we definitely perceived
some deterioration in response time.
