[hacknews] revised uucp installed

Installed a new uucp (uux, uucico, etc.) modified to keep its files
mode 0664 instead of 0666, and to use some more subdirectories within
the main spool directory.  This is aimed at a long-term goal of making
uucp's log files and so forth open to the public.  There is no reason
why they shouldn't be; the problem is protecting private mail etc.
while doing so.  Uucp creates everything with wide-open permissions,
so at the moment our "solution" is to heavily protect the spool directory.
If the internal files are not publically writeable, and the sensitive
files are in protected subdirectories, then non-sensitive things like
the log files can be opened to public view.

The new uucp seems to be working ok.  There are still some permission
wrinkles that need to be ironed out, so the day of public log files is
not yet quite here.  Soon.
