[hacknews] execlp, execvp oddity fixed

The execlp(2) and execvp(2) routines used to have the minor oddity
that they considered `-' as well as `:' to be a delimiter within the
PATH variable.  This was inconsistent with practically everything
else on the system, and a potential problem.  This `feature' has
been removed.
