[hacknews] lpq/spq revised

I've tidied up the lpq(1) and spq(1) commands.  They now use a common
module, /lib/printerq, to do the work.

Also, their SCCS files now live in /usr/src/cmd/daemons, along with
the source of the daemons they interact with.
