[hacknews] uucp no-write bug fix

Fixed a minor bug in uucp that has showed up recently:  no attempt
was made to ensure that the permissions given to newly-made directories
were sufficient to allow deleting no-longer-needed files in the
/usr/spool/uucppublic tree.  Uucp now explicitly makes the directories
(and only the directories) wide open.
