[hacknews] cu and talk acquire flow control

Cu(1) and its user interface, talk(1), have acquired tandem-mode flow
control.  It's an option to cu, and talk asks for it by default.  There
is a talk option to suppress it.  I've tried it on the CSRG line; it
seems to work all right.
