Fixed the bugs I described in net.bugs.v7 (uucico in-core work list is much too small, and the code that refills it is thoroughly brain- damaged). This explains the trouble we've had getting CSRG's traffic backlog over to them.

Installed (finally) some bug fixes I made in uucp some time ago: making
uucp use getwd(3) to find its current directory, and making it pass PATH
properly to its descendants. The lack of the former, in particular, has
been interfering with mail transmission from protected directories. The
latter was just a long-overdue fix that got done at the same time.
