[hacknews] uucp polling

Uucp's polling arrangements have been revised; the polling rate for most
local systems has been reduced.  The exceptions are utcs and utcsrgv,
which have hard-wired connections.  Polling frequencies are still enough
for mail to come through in a reasonably timely fashion.
