Installed a new init(8), which is smart enough to tell /etc/rc how many
times it has been run before. This means that /etc/rc can tell the
difference between a coldstart (count == 0) and a warmstart (count > 0).
Several items in /etc/rc are now conditional on which kind of startup it
is; in particular, /etc/rc doesn't bother asking for the time if it's a
warmstart. The 44 cpu clock is just as accurate as the 60-Hz wall clock
we set it from, and it continues to run during backups and other single-
user activity, so it's pointless to re-set it every time. It will still
ask to be set after coldstarts, but they're much less frequent.
