[hacknews] minor revisions to shutdown

Shutdown(1) and the backup stuff have been revised to consult mount(1)
to find out what filesystems are mounted, rather than having this
knowledge imbedded in shell files.  This should eliminate some annoying
superfluous messages.

Also, the backup stuff has been revised to announce extra tables of contents
at the beginning of the backups, so the backup-doer has advance warning of
extra work at the end.
