Fixed mkfs(1) to set the total-free-blocks count correctly; there was
an off-by-one error in it.

Fixed the bug reported on the net a little while ago, whereby mkfs(1)
would forget the last block in a filesystem when that was also the
first block of a cylinder.  Never occurred here since we always make
our filesystems an exact multiple of the cylinder size.
