[hacknews] expand

New utility function:  expand(3) expands a filename the same way the
shell does (in fact, it invokes the shell for anything non-trivial).
This will be retrofitted into the editors at some point, but this may
happen too quickly, since expand() uses stdio and this is incompatible
with the (very old) innards of the editors.
