[hacknews] compress

Installed (finally!) the compress(1) program from the network.  This
completely replaces and obsoletes the old compact(1); anyone who has
been using compact, switch to compress at once -- it generally gets
better compression, and it's an order of magnitude faster.

Installed a minor bug fix for compress(1).  Not significant here, it's
mostly a portability bug.
