[hacknews] new charge

Note a new miscellaneous charge in /usr/adm/rates:  $10 for searching old
backup tapes for long-gone files.  Retrieving things actually isn't much
of a problem, but searching for them is a time-consuming hassle that has
happened too frequently of late.
