Your [REM's] argument about launching all the missiles at once is
nonsense. First, such coordination is nearly impossible. Second, to
have a high chance of killing a silo the russians must launch at least
*two* warheads at it. There must be a considerable interval between
these warheads.

When Clayton refered to modern cities having little to burn, he
probably meant in comparison to older cities that have a lot more
wood.
The reason people die in a hotel fire is not because there is a lot of
flammable material, but because the smoke produced by plastic contains
toxic chemicals like cyanide and phosgene.
